Transitioning Japan’s Seafood Industry toward a Nature-Positive Economy
SUMMARY
At the same time, there is still room to explore how these developments can translate into greater access to finance for seafood companies, and how they might do so in the future. Issues such as data and traceability, risk assessment and risk sharing, and the way sustainability efforts are evaluated can all influence how finance and the seafood sector connect.
This seminar will explore what can make the seafood sector more “financeable”, bringing together perspectives from policy, finance, and industry. Rather than discussing the importance of Blue Finance itself, the session will focus on the practical conditions and roles needed to connect sustainability efforts in the seafood sector with finance.

"Joined Nippon Suisan Kaisha, Ltd. (now Nissui Corporation) in 1993. After many years working in the marketing and sales divisions for frozen foods, he transitioned in 2020 to the CSR Department, now the Sustainability Department, where he is responsible for sustainability-related initiatives.
Currently, he leads the planning and implementation of sustainability strategies aimed at driving the Nissui Group’s sustainable growth and enhancing corporate value through addressing social and environmental challenges. In addition, he is actively engaged in various initiatives to help resolve fisheries sustainability challenges, while also promoting dialogue and information disclosure with stakeholders, including investors and financial institutions." -

François brings 15 years of experience working across finance, nature conservation and sustainable food production. At Planet Tracker, he oversees the Nature team, driving change at corporates dependent on or impacting nature, using finance as a lever. He previously managed the ocean team, whose research focuses on fishing, aquaculture and deep sea mining, demonstrates the financial materiality of ecosystem health to investors, and advises them on what changes they need to ask companies to protect future returns. Prior to joining Planet Tracker, François was a financial analyst at Exane BNP Paribas and Capital Group, and a conservation finance specialist at Conservation Capital.

Born in a family of small-scale fish farmer. In 2006-23, as a FAJ or MOFA staff, engaged in the fisheries coordination at RFMOs, FAO and IWC, as well as in the policy debate of marine biodiversity. Currently at Norinchukin Research Institute, provides sustainability consulting mainly to food and agriculture companies, while working as a fisheries analyst. Also supports the corporate sustainability of Norinchukin Bank as a staff member. Master of Agriculture (Marine Biology) / Master of Public Policy.

Yukio Fukaya joined the Ministry of the Environment in 2008. He has worked on the protection and management of national parks and measures to address invasive alien species, including the red imported fire ant, at the Ministry’s headquarters. He has also served as a ranger at Sanriku Fukkō National Park and Towada-Hachimantai National Park, and was seconded to the Ogasawara Village Office and Nagasaki Prefectural Government. Since April 2026, he has served in his current position, where he is responsible for policy development and multi-sector collaboration, including with businesses, to advance the transition to a nature-positive economy based on Japan’s Transition Strategy toward Nature-Positive Economy and that Roadmap.

After spending over 15 years of his youth in Southeast Asia, Wakao moved to the USA and graduated from the Florida Institute of Technology’s Department of Ocean Engineering and Marine Sciences. His illustrious journey in sustainable seafood began in the Maldives and Malaysia. In 2007, he took the helm at Greenpeace Japan, launching and leading the Sustainable Seafood Project with vision and dedication.
Upon establishing his independence, in July 2015, Wakao founded Seafood Legacy Co., Ltd. in Tokyo, marking a new chapter in his mission to preserve the legacy of abundant seafood, a testament to the vital interconnections of marine ecosystems, economy, and society. -

Her career spans aquaculture research, local fisheries administration, and fisheries practices in Japan. She holds a Ph.D. in Agricultural Science from The University of Tokyo.
